Unfortunately, people do this because they don't realize that repair and weatherization are both practical and achievable. The best thing to do if you have little time and several windows in need of repair is repair the worst two or three each year. Historic windows that are repaired and properly maintained will have greatly extended service lives while contributing to the historic character of the house.
