John L. Webb (1877-1946) studied carpentry at the Tuskegee Institute. He became interested in the fraternal organization Woodmen of the Union, and eventually became leader of the organization. After moving to Hot Springs, he oversaw the $500,000 construction of the Woodmen of the Union Building and built houses to bring doctors to Hot Springs. In 1945 he built the Emma Elease Webb Community Center (named for his daughter) as a recreation center for the community. It also housed nurses and bathing attendants from the Woodmen of the Union hospital and bathhouse.
