During Hoover's time as Secretary of Commerce, he endeavoured to establish standards for various mechanical items such as wheels and tires for automobiles. He explained, "By simplification we secure ... elimination of the least necessary varieties, dimension, or grades of materials and products. Uniformity in such specifications reinforces the demand for standardized and simplified products."
