Despite being uncomfortable around reporters, Hoover devoted one day to allowing the press to visit Rapidan Camp. Then, as the Camp transitioned to a working retreat visitors were generally part of some initiative. During the summer of 1931, as he worked on a balanced Federal budget, Hoover summoned four of his department heads, one by one, to a series of weekend meetings at Rapidan.
