Special Use Permits

Special use permits are required for any special park use activities including scientific research projects, special events, and photography, sound recording, and filming (including digital cinematography). In some cases, a permit fee application may be required. Please allow 2-4 weeks for processing. Any application fees required must be paid prior to processing permit.

A special park use is defined as a short-term activity that takes place in a park area, and that:

  1. provides a benefit to an individual, group or organization rather than the public at large;
  2. requires written authorization and some degree of management control from the National Park Service (NPS) in order to protect park resources and the public interest;
  3. is not prohibited by law or regulation;
  4. is not initiated, sponsored, or conducted by the NPS; and is not managed under a concession contract or lease.

Please note that while a special park use may meet the above criteria, not all activities are approved based on park specific resources, visitation, and potential impact.

What Activities May Need a Permit

The following list includes but is not limited to what activities may need a permit; please contact us to inquire if your requested activity will require a Special Use Permit.

  • Special Events: Sports events, pageants, regattas, public spectator attractions, entertainments, ceremonies, and similar events, fishing tournaments, river races, recreational gatherings on the river, or other river related events all may require a permit.
  • First Amendment: Church Services or demonstrations (non-fee) available on a first come-first serve basis.
  • Filming, Still Photography, and Sound Recording: Some filming, still photography, and audio recording (depends upon the facts and circumstances; contact the park for more information) may require a permit if the activity occurs in closed areas, requires exclusive use of a site or area, or involves a set or staging equipment other than handheld equipment (such as tripod, monopod, and handheld lighting equipment), and if group exceeds 8 individuals.
  • Scientific Research Projects: Conducting scientific research within the MNRR boundary.
  • Bank Stabilization: Landowners along the river who want to stabilize river banks on their property need a permit.
