General Service Administration(GSA) Pre-solicitation for New San Antonio Missions National Historical Park Headquarters Building

SAN ANTONIO —The National Park Service (NPS) headquarters for San Antonio Missions National Historical Park is a commercially leased facility that is nearing expiration. As part of the process to acquire a new space the Federal government is required to acquire space through full and open completion among suitable locations meeting minimum Government requirement, in accordance with 41 CFR 102-73.100. Except when specifically delegated to individual Federal agencies, the acquisition of leased space is performed by the General Service Administration (GSA). To ensure the NPS’s ability to acquire new space, GSA has contracted with a commercial real estate broker to assist with this acquisition.
As part of this process, the Broker has performed initial outreach to vendors who have actively listed facilities that appear to meet our requirements and GSA has released a pre-solicitation notice (Notice ID: 1TX2620_1) to determine potential market interest. The purpose of this pre-solicitation is to provide advance notice of our needs and serve as part of the market research to determine if there is market interest and if existing facilities within the market that meet the NPS’s needs. Response to the pre-solicitation is not required to be considered for the future acquisition; however, vendors who have space that meets these requirements and who are interested in leasing space to the Federal government are encouraged to contact GSA in response to this pre-solicitation notice.
 
Please note that at this time, the Federal government is only authorized to consider existing facilities and speculative construction. Speculative construction, commonly referred to in the industry as “spec buildings,” are buildings being constructed in the market independent of the Government’s leasing action. In these cases, the addition of the building to the local market inventory will occur with or without award of a Government lease to that location. To be considered by GSA as Speculative construction, the building must meet GSA Spec Building criteria listed in the GSA Leasing Desk Guide. At the request of the National Park Service, interested parties have until COB tomorrow (Thursday, September 5, 2024) to contact the GSA POC listed in the pre-solicitation notice.
